It is the Australian rail industry's high-visibility garment standard, and it is stricter than general hi vis. Sites that require it specify it by name, and a garment that is merely high visibility will not satisfy it.

If you work on or near rail corridors, this is the first thing to check on any garment before anything about fabric, fit or price.

For anything where traffic is moving, in practice yes. Roadside work is the clearest case for retroreflective taping, because the hazard is a driver's ability to resolve you against a complicated background at speed, and fluorescent fabric alone does nothing once the light goes.

Look for sealed seams and a stated waterproof rating rather than "water resistant", which sheds a shower and then wets through.
