If you are only buying one, buy the pant. It is accepted on more sites than a short is, it covers your legs against sun and against everything you brush past, and it is the garment you can kneel in without thinking about it.

Shorts earn their place where the work is warm, indoors or on your feet all day and the site is relaxed about them. What neither of them answers is a named hazard: if your induction identifies burn, arc or chemical exposure, that needs a garment rated against it, which is a separate decision from leg length and one your site's risk assessment drives.

The main difference is how much room sits through the hip and seat relative to the waist. A women's block allows for that ratio and shapes the leg to follow it, which is why a men's pant that fits one of those measurements usually misses the other.

The rise and the knee position differ too, and the knee is the one to think about. Where a pant has a shaped or reinforced knee, that panel is placed for the leg length the block was drafted on — and whether it lands where your knee actually is only starts to matter once you are down on it.

Take the larger of the two and deal with the difference at the waist, because a waistband can be taken in and you cannot add room through the hip and thigh. A pair that is tight through the seat will fail there, and it will be uncomfortable long before it fails.

Measure over what you actually wear to work rather than over nothing, and work from the size guide rather than assuming your size carries across from other clothing.
