The trick is fabric and airflow rather than sleeve length. A ventilated long sleeve in a light drill or ripstop will usually beat a heavy short sleeve for comfort across a full day outdoors.

It means the garment has been built to move air rather than just made from thinner fabric. That is usually mesh panels at the back and under the arms, vented yokes, or a fabric with an open weave.

It makes the most difference when you are moving. Standing still in still air, a vented shirt feels much like any other; walking, climbing or working in any breeze, the difference is significant.

Lightweight hi vis exists precisely for this, and the class requirement does not change with the season. Look for cool lightweight and vented hi vis shirts rather than dropping to a vest over a t-shirt, which leaves your arms exposed to both sun and abrasion.
